Using Elemental Kekkei genkai isn't as simple as fusing two elements. As i said Elemental or not, It's based on genetics not simply fusing two elements together to make said kekkei genkai.

If copying Kekkei genkai was as simple as knowing the elements and fusing them, People like Hiruzen/Nagato would of been walking around with Ice/Dust/lava/Boil/Mokuton and so on (which would totally make hashirama's dna thing a waste of time)

We still have combine attack via 2 element and more.. But not like kekkei genkai.

He can't control the elements tho, he only have the potential of doing so which sadly wasn't shown in the manga so no.

He can learn any of the basic elemental releases. Pretty much a Given for Rinnegan users, Same for Fuinjutsu's. He can learn most Jutsu's given he bothers with them but he cannot learn KKG's since their abilities run through Genetics (unless he chooses to take the uchiha past time hobby of grave robbing for DNA), Obviously he cannot learn Unique Jutsu's such as KA/Kamui

Not to sure about Jutsu's which have no seal Requirements, Such as FTG. He should theoretically be able to learn Kekkei tota's like Dust release but doubtful unless he some how finds the scrolls with the Techniques secrets and how much of which element is required to form the jutsu.

Given Training he can learn most Jutsu's but not all.

Only Madara has done that Lol

It has to either be in your DNA or you are a Juubi Jin but even as a Juubi Jin you can't just make any kekkei genkai you want.

Rinnegan can't copy kekkei genkai. Especially not just because Jiraiya said so based on legends.

It's actually possible he can use elemental KKG since Madara was pulling them off however it's unknown if it was because of the Juubi or Rinnegan.

Yes because he has hashirama's DNA, Which allows the combination of those to elements to make mokuton.

If this wasn't the case, Much more people would have Mokuton and hashirama's DNA wouldn't be so sought after and people like Nagato/kakashi/Hirzen would all be rocking Mokuton since they all have earth/water element.

Kekkei Genkai are Limited to blood. If you haven't the right genteics, attempting to Combine the elements will do nothing.
