no why do you think she would be able to reach anything more than 2 bars , only exceptional uchiha reach 3 bar . the fact she awakened 1 bar is impressive by her standards

Take this fodder in the link from the Konoha police force. He and a bunch of other 3 tomoe users weren't exceptional.
Plus, sharingan isn't based on skill. It is based on emotion. For all we know, Sarada could get to 3 tomoe in the Boruto movie due to the stress of fighting with the villain or in the chuunin exams (looks like they will take the chuunin exams). Many Uchiha just naturally awaken it in battle whether they are exceptional or fodder.
Why do you and a bunch of other people want to keep Sarada weak so much!? I remember before Gaiden started, people were swearing up and down that Sarada could not awaken sharingan (due to being female, due to being half Uchiha, and due to wearing glasses) or be Boruto's rival or be anything but pairing fodder. All of that was proven wrong.
Now you want to claim that she can't get past 2 tomoe because she is not exceptional!? That is so stupid for multiple reasons! For one, nobody starts out exceptional! Even prodigies have to learn something before they become exceptional! You speak as if exceptional is just some visible trait that you can tell at birth whether a child will or won't be. Obito was one of the strongest characters in the manga, and he started out as anything but exceptional. As a kid, he lost to Kakashi at every turn! Yet he ended up gaining the power of the freaking six paths! Therefore you can not say that Sarada can never be exceptional!
Also, as stated before, sharingan does not work like that! What don't idiots get about this!? The eyeballs don't have a conversation and say "Hey, do you think the person whose head we are in is talented? Yes... I think so too. Alright let's awaken a tomoe". That is not how it works! It works like this:
Uchiha gets into a fight
Enemy is pushing Uchiha to the limit
Uchiha gets stressed or worried or hurt.
Uchiha's eye advances (unless it is already at 3 tomoe)
That is how sharingan works!
Face it! Sarada is an Uchiha! She can awaken 3 tomoe. She can awaken mangekyou! Period!
I also can not tell you how much I hate that "only a handful of (insert race here) can get (insert power here)" crap! Who says that the person in question can't be apart of the freakin handful!?
