The obvious answer is that, rather than having Main Character plot working in his favor, Naruto is now limited by plot in order to let Boruto and Sarada shine. The villains need to appear strong enough that Naruto can't just fodderize them, yet must be weak enough that Boruto/Sarada are somehow relevant in the fight. The result can't fully satisfy both requirements.
