Well if you read the description and look at the picture carefully you can see a resemblance. Obviously, Oda wouldn't just make a cut and paste of these celebs.

I know Akainu is based off a Japanese actor, so certainly possible. Not sure who the other 2 are supposed to be.

That idea about the guy in this recent chapter is really interesting. It actually sounds really likely, and fits with what we've seen. Since Doflamingo renounced his membership to the Shichibukai it would make sense for the Marines to come after him. Given his power level, an admiral would make sense. Its a little weird for him to be trying to do it sneakily and by himself, but that could just be his style. It explains why the bartender was shocked by the note telling him where to send the bill, as it was probably something like "Marineford" which would reveal who he was.

It has been confirmed that a long time ago that the three admirals are based on 3 real life persons. In fact there are quite a few characters that are based on real persons, not just the admirals.

Fun Fact : Spike Spiegel was based on the same actor Kuzan was based on.
