Or atleast thats what the base treats it like. I mean come on. IMO there are only admirals And yonkos that are on par with each other right now.
Even the division leaders Of WB pirates are weak compared to admirals.
Marco isnt admiral level.
Jozu isnt admiral level.
None of the Shichbukai bar and hold Mihawk are admiral level.
But as of late the base has been labeling everyone an admiral level fighter.

• ACTUAL ADMIRALS
• WSS
• YONKOS
• LEDGENDARY OLD FIGURES.

Other than that there isnt really any admiral level fighters.
0. Not Sabo. Not Luffy.

Marco was said by the gorosei to be capable to take down Yonkou Teach. Jozu is close to his level. Admirals in the war couldn't take advantage on them until they were distracted and Kizaru himself stated that in a fight, one moment of distraction is enough to take down the opponent. Sabo is doing quite fine against Fujitora at the moment despite being weaker. Jozu, Marco and Sabo are admiral level, but on the lower end(Marco may be in the mid end) in that they can fight on equal terms with admiral/yonkou level fighters(yes i believe it's the same level), but time after time they will started showing their limits with the mid and high admiral level fighters taking slowly and surely the advantage

Marco was fighting equal with Kizaru untill he was distracted by WB and was jumped by a VA and an Admiral

So even if he's not completely Admiral level, he's very close to it

I don't think people should call any character admiral level unless they are an admiral or faced one and either won or it ended in a draw. Sabo is still fighting Fujitora and now it doesn't look so well despite him looking all boss at the beginning. Marco held his own against Kizaru, I would easily call him Admiral level. Yonokou are a level of their own, way higher than admiral level.

Fujitora wasn't going all out and is still making sabo go all out. Sabo isn't on par with Fuji. Fuji is being merciful.

Admirals are comparable to First Mates of Yonko crews.

Marco fought equal with Kizaru and the way Benn was portrayed. BB even before he ate Yami Yami fruit was strong enough to give Shanks scar.
Not to mention that Ace (while battle worn, and after being 'torturned) was able to counter one of strongest Admirals - Aokiji.
Sabo for know fight around equal with Fujitora. Jozu did lost to Aokiji but as I said Aokiji should be one of strongest admirals and he wasn't on guard.
Hancock seems pretty strong. Old Silvers also was able to fight equally with Kizaru. Silvers said that Luffy will be strong as Admiral when he finish training. Doflamingo seems comparable to an Admiral.

I'm not saying that all characters I listed above are Admiral levels, but I thinl that majority is and other are pretty close.

Marco isn't in admiral league. Marco VS Kizaru would be Kizaru. Marco vs Fujitora would be Fujitora.

For me admiral level is simply someone who is on the same level as an admiral imo when it comes to strength...simple.
So i'd put Doflamingo and Marco up there for sure.
