If Dragon would have been a Pirate fleet admiral then Garp wouldn't be in Marine till now. WG would have suspended him a long time before for what the revolutionary did.

What if they did suspend him and that's when he decided to raise Luffy, and when he was off suspension he left Luffy with Don Don

Well yeah if he has titles within the revs he's the Fleet Admiral but he may not use those titles since they are associated to the navy.

Commander-in-chief, would be more appropriate.


Since all the forces of the Revs are under him. But not all the forces of the WG are under fleet admiral. Dragon's equal on the WG side would be Commander-in-chief of the WG, Kong.
