adding pics not from a website?

Is there anyway I can add pics saved to my pictures from my computer?

I wanted to post a Naruto pic I made but can't seem to get it. Any help?

You have to upload it to an image host ( i.e. Photobucket, Tinypic ), then grab the share link and put it like this:

You must be registered for see images
