Kay, I already kept you waiting long enough just grab the techs and post them here. Let me know why you like them, possible uses (try some more out of the ordinary things) and any other stuff you'd like to add.
(Koton: Ato Waikyoku Honomeku) – Steel Release: A Torturous Glimmer

Type: Offensive/Supplementary
Range: N/A
Chakra cost: 40 upon activation (+1/2 chakra of every Steel Jutsu thereafter)
Damage points: N/A
Description: This technique is a passive ability that can be activated by users of Steel Release with a string of three handseals, once activated it will give every steel jutsu that the user creates an outer layer made up of thousands of outward facing threads of razor wire, making even an flat wall of steel sharp to touch. This ability comes at the added cost of ten chakra per Steel Release technique used.
- Techniques can be created without this effect, but that must be stated.
- Once activated, this effect will cover four steel techniques, after which it will require re-activation.-
- Activation counts as one of the user's three moves that turn.
-1/2 Chakra cost is applied on top of the chakra of the technique used. Etc, A rank techniques will now cost 30 + 15 = 45-
-Can be applied to Steel Techniques up to S-Rank
- Can only be activated twice per match
I actually like how it could turn a plain steel pillar that would just push the target dealing some minor damage into a steel pillar with capabilities of doing some cuts on the skin of whoever touches it.
possible uses: with this jutsu already activated I perform a single handseal making a fully-closed prison cell of steel pillars with the opponent inside. the opponent shouldn't be able to touch the walls, the ceiling or even the floor since it would be that sharp and won't be able to use raiton jutsu to get out since the steel would conduct any lightning back to the prisoners body.

I may not be creative using it now but I may get some creative ideas in my mind while using it in battle.

The usage was fairly generic, but that doesn't bother me. You understand the tech and that's all I really need to know. I would however like it if you'd link me if you ever use it in battle in any other way. I like to teach my customs, because it allows me to learn things about my own techniques that I had not yet seen.
Remember, this wouldn't only add offense to an ordinary defence, but would also enhance already offensive techniques. Make a sword, the opponent has two things to look out for, a thrust, or a slash. Now however... Every single part of the weapon can be deadly. You hit with the blunt part of the sword and it's still going to tear flesh... Acting like a stick of barbed wire, one of the most brutal pieces of weaponry available in any age. Stab someone with a wire counted sword. That's not the worst part, rip it out and the bleeding would be more severe than usual. The would wouldn't be clean, the wire would rip the sides as it entered and would cut the insides as it moved... That's death, even in a place some might not see as deadly.
Grab the second one and do the same thing ^_^
