Correct. And yes, the icicles will ultimately be shaped according to your need as the jutsu description doesn't state anything specifically. That's why I think this jutsu is pretty damn powerful. Icicles come in a huge variety of shapes. Having access to this jutsu makes you deceptively powerful in close range combat situations for that reason. On the whole, this one's pretty underrated.
That note in parentheses is stating that you can never exceed more than five icicles on your body at one time. Even if you were to use this jutsu twice, you couldn't have six or seven. Five is the absolute limit.

Description: When standing on ice, the user forces chakra from their feet in a manner that pushes them across the slick surface of the ice at an extreme speed. This works in a similar way to when someone uses chakra to push himself away from the ground with greater force. The difference is that the user releases the chakra without jumping, and it will simple propel them horizontally across the surface of the ice, without moving
them into the air. The user is able to travel across long distances at great speed using this technique, but it only works if the user is standing on ice.
This is a simple tech but immensely useful if the field is made of ice. With this fighting on a frozen lake would be fun as hell. So channelling chakra to the feet the user will be able to 'skate' across ice. The chakra acts like ice skates in a sense. Id like to think this kinda levitates the user just slightly for the effect to work.
I have no questions as this is a straight forward tech. Sorry if this is lacking.

So basically, this creates some snowballs high in the sky after you've already made it snow, and then sends them down on the enemy. If you make a hand seal, you can combine the snowballs into one, which I can only assume is four times the size of any of the individual snowballs.
Now I do have a couple questions here. This is B-Ranked, but the description never really says how much damage these things can do. The way it's worded, they seem like regular old snowballs to me. You never stated that their particularly dense or anything like that. So what kind of damage do they do? Also, if I were to shape them into spikes, would they puncture people? Do they make any sound as they come down?

Well snowballs aren't the softest things in the world. Getting hit by one throw by hand stings slightly. The way you make snowballs is usually to pack snow together. If they fall from the sky they will reach terminal velocity and it could easily pierce skin maybe even bone but I wouldn't go to crazy with that. Well depends what you make, if it displaces air then yes but if its streamlined then very little. I made this to be able to combo well. Using something from below then this will make it hard to counter both thus giving you the upper hand and giving you an easy way to pressure your opponent.

The target is the epicenter of the tech with the walls of the vortex being two meters away from the opponent in all directions. The vortex forms as fast as gushing water imprisonment, giving
the opponent ample time to act. The vortex will taper off at the top creating a cone shape. If the target stays in.the vortex after three seconds the air in the vortex will be come thin and the temperature inside the cone will be lowered drastically making it hard to breathe. The user will then perform one more hand seal causing all the ice shards swirling in the vortex to shoot at the
opponent ripping them to shreds.

or below that come from the mouth can be used.
-Usable twice per battle.
