[Suggestion] Add a time limit for when you can rep someone again

With the current system, you have to give a certain amount of reps to different users before you can rep someone again, even if you haven't repped said person in a few months. I think that you should let members rep someone again after a month or so has passed, regardless of how much people you have repped since then.

The reputation system is a part of vBulletin, and I'm not aware of any plugin that adds this functionality.
