She's not THAT good especially since all she does is rely on weapons alone. A true master would have back up in Taijutsu or at least one Ninjutsu or Genjutsu plus maybe a special Chakra infused weapon, all she really does is spam em.

True but still she has no use against some ninjas but is of a great use against army of soldiers. Just like Minato and for example Itachi. One has weak attacks themselves but is really useful against big numbers and on battlefield. Itachi tho can defend strongly and has powerful attacks but he is like a tank and would probably prefer 1on1
