and if you shisui as op then danzo needs to be op as well since he defeated him and took his right eye and arm.

i also stated that he was betrayed, assassinated, there was no fight between them. Oro killed him without warning as the 4th kazekage thought they were allies

False. It was Kimmimaro +Oro + Kabuto. vs. what I counted to be 8 guards and the kazekage.

Raikage is not a much of a thinker but he came closer to kill sasuke through amaterasu and sussano by just loosing an arm and a leg.

I think that does not count for a weakness.

But that is just my opinion.

Maybe you should make another list above the op and name it legendary.

Could have Madara(with hashriama add on), tobi and sot6p. (bosses and old legend)

Hashirama Senju(maybe), and current Naruto(maybe). (might spur conflicts with other fans if they get to that place)

Most likely place for saskue later when we confirm he is on the Naruto level. (might sill not have reach that level as we have not seen him awaken the rinnegan)

Then there are the taled beast and... just kidding
