I might have said RP style if I wasn't in the middle of 5 active training sessions. I kinda have my hands full focusing on trying give all my teachers satisfactory replies -- I don't really want to have focus on giving RP replies on top of that, so for now I prefer a
basic template.
*Wall of Text no Jutsu*
(Suiton: Suiben) - Water Release: Water whip
*I start by memorizing the necessary handseals before kneading chakra and closing my eyes in concentration. I visualize the form of a whip while channeling my chakra and gathering it in my right hand. Like a jet of compressed water, I want the whip to have enough power to be able to easily cut/break through D-Rank and below earth techniques. Once I feel I've gathered enough chakra, I begin nature transformation and the water materializes in my right hand. "
Form of, a Water Whip!" Immediately as it materializes, I form a layer of regular chakra over the water and perform shape transformation, manipulating the layer of regular chakra to take the form of the whip I imagined. The water easily takes on the shape of its 'container' and forms the whip as intended. I compress the water within the layer of regular chakra to give it more 'solidity,' then lash it towards an adjacent tree. The whip leaves deep gashes upon impact, cutting deeply into the bark of the tree. I make sure to focus on the layer of regular chakra the entire time to make sure that the whip maintains its form. Next I retract the whip and lash it towards the same tree again, though this time the whip wraps itself neatly around the trunk of the tree. I repeat this process a few more times just to get used to it, then relinquish the technique and end my performance.*
Possible Uses: Not sure about specific possible uses as you already named several, but if someone tried to electrocute me by channeling lightning through the water whip, I could probably cancel it out (As long as it's A Rank or below) by channeling my own Nagashi through the whip, thus cancelling their technique out with my own and proceeding to use the whip as originally intended.
Advantages: It can be used to restrain and simultaneously electrocute an opponent, but it is not necessarily limited to offensive uses. Depending on the situation, you might be able to use the whip to get yourself or an ally out of a pinch (e.g. your ally is about to be attacked while they're in the middle of performing a large string of handseals for a powerful technique. You could use the whip to wrap around them and pull them out of the way while they continue to perform the handseals and perform their technique uninterrupted once they're safe.
Disadvantages: Like you said, the possibility exists that you'll be electrocuted by the opponent as they may attempt to electrify the whip and sub-sequentially the user.

(Suiton: Mizuame Nababara) - Water Style: Starch Syrup Capture Field
*Just as I did previously, I start by memorizing the necessary handseals then I knead my chakra and close my eyes in concentration. This time I visualize slowly pouring syrup over a stack of pancakes. Then I eat those pancakes and savor the taste

while focusing particularly on the viscosity and stickiness of the syrup. I heartily finish mah pancakes and then open my eyes again once I've molded enough chakra. I channel all of the gathered chakra to my gut and form a protective layer of regular chakra that lines my insides -- this protective layer serves as a 'non-stick' surface. Afterwards, I begin the nature transformation and my chakra begins to materialize as water. Then I perform the necessary handseals and, remembering my visualization, I proceed to change the viscosity and stickiness of the water to resemble syrup before spitting it all out into the air in front of me. The water lands on the ground and covers the entire area in front of me out to mid-range. I test out the stickiness of the water by placing a leaf on the surface of the capture field. I thereafter release my wind chakra and generate a few light gusts of wind, trying to free the leaf from the syrup capture field to no avail.*
Possible Uses: It doesn't necessarily have to be used to cover the floor -- I imagine you could aim this technique at a person or summoning animal. Aimed directly at a person, you could release the technique quickly and restrain their entire body. It's would probably be more effective against summoning animals who tend to make for larger targets and have a more limited arsenal of techniques they can use in defense. Maybe you could also use it to 'disarm' someone who uses Konan's paper ninjutsu by causing the papers to stick together and prevent them from folding/unfolding, similar to the way Jiraiya's oil techniques did.
Advantages: I feel like the advantages of using this technique are clear to see -- if effectively applied, you could greatly reduce your opponents mobility and exploit such an opportunity to its fullest, assaulting your opponent with any number of possible jutsu combinations.
Disadvantages: If the user can safely walk over the water by focusing a layer of chakra to their feet then it stands to reason that your opponent could easily do the same so long as they aren't initially caught by it.

(Mizu Bunshin) - Water Release: Water Clone
*Using the Water Release technique, I materialize a medium sized puddle in front of me. I look down into the puddle at my reflection. Seeing as I can manipulate the water, I make it so that it sits unnaturally still and I can see myself perfectly. While I admire my reflection, I also imagine creating a copy of myself, using my reflection in the water as a visual aid. While doing this, I knead and channel additional chakra into the puddle. After gathering enough chakra, I begin to give the clone form -- it slowly rises from the puddle like the T-1000 in Terminator 2. As it rises, I focus on eliminating any irregularities present in the clone so that it will be a perfect replica, appearance wise. After a few minutes, my clone successfully forms and we just look at each other. Then we play a little game where we copy everything the other person does to make it look like we're mirror images. The clone dissipates/turns back into water after I've had my fun.*
Possible Uses: The first thing that comes to mind is using the clone as a distraction of some sort. Just posting the clone jutsu holds power in dividing your opponents attention between the two of you, even if you have no intention of making use of the clone at all. For example, me and my opponent are standing in the middle of a large lake. I create a Water Clone that immediately dives under water and does nothing else for the remainder of that turn. Then I proceed with the rest of my move. When my opponents turn comes around, some part of their mind will likely be occupied in wondering what my clone intends to do from under water (even though I don't intend to have my clone do anything else). This is even more effective when ordinary clones are involved. I see it as a very subtle way of manipulating ones into reacting in a more predictable manner and slowly taking control of the flow of the battle by doing so. How you choose to exploit your opponents reaction varies from case to case.
Advantages: There are innumerable uses for clones, but it generally helps to give you the numbers advantage and divides your opponents attention between you and your clones.
Disadvantages: The clones can't travel farther than short range away from the user and unlike ordinary shadow clones, they are limited to the use of C-Rank and below water element jutsu -- in that sense, they are inferior to other types of clones.
