Ace when he died was around as strong as Luffy is right now. Luffy ultra high diffs Zoro and high diffs Sanji.

Sanji and Vergo are a very close match. So Ace wins but high difficulty.

Ace is so underrated, just because he got hole in chest and that of opponent who is strong enough to be Fleet Admiral, and who had huge advantage against him and not just that, but Ace was tortured and exhausted, Luffy just removed his handcuffs, and he most probably wasn't healed after his battle against Blackbeard. Also, in the end, Akainu didn't beat him in fair 1 vs 1 battle, he got him, because Ace wanted to protect Luffy.

How was Ace second commander, when only commanders 1,3, don't know about 4, and 5 all have Haki?

Luffy was able to beat armor/observation Haki people through brute strength (Boa Sisters).
