Was it accidentally overlooked that Kumogakure had two jinchūriki (Killer Bee and Yugito Nii) instead of one?
If it wasn't how did Kumogakure come in possession of another bijuu?

Hashi gave bijju to equal the power balance is true but there was no law that says that a village can not capture other bijju who are running without a host, and kumo is known for its lust to expend its military power.

It just seems like it's a fact that kishi either forgot about or overlooked.
I thought maybe I missed or forgotten how each country had gotten more than just one bijuu (other than Sunagakure).
