About Tsukuyomi's time manipulation capabilities

I was recently on a Itachi vs Danzo thread, when a tought suddenly spurted from my humble mind:
If Itachi's Tsukuyomi can manipulate time, making just one second seems like an eternity, could the opposite apply as well?
With that I mean: coukd Itachi lock someone in a genjutsu and, while the victim thinks that only a second passed, its been more than an hour.
Again: I am not making fanfiction or proclaiming that as a fact...
Just food for tought.

I don't see why not. It was stated that he has complete control over the dreamscape.

Well yes he can but he need a big amount of Chaka to keep tsukuyomi active

Eh... I mean... Ahem... Yeah... But in certain cases it would be useful: i.e.: to confuse Danzo in waste all his sharingans with Izanagi

He has complete control over time. IT doesn't have this perk, making it a weak ass illusion which can't touch itachi. Time, light, gravity, matter, space, air, oxygen, carbon dioxide, photosynthesis, everything's absolutely under my control - King Itachi. Statement stays true to this day. Breaking is impossible as no one can break infinity. Same as Izanami, even that has a loop hole.
