What were his plans with Sasuke after all? Kishi just made us believe that Tobi would need Sasuke at one point, foreshadowing this with Tobi's inner thoughts. Was it just a Kishi moment? Where he would go to nowhere just to create hype? (editorial reasons, etc.)

Didn't he say something about him wanting to sync the Gedo Mazo with Sasuke? I suppose he wanted to use him as a sacrifice for the Rinne Tensei of Madara, since Nagato was dead.

Or it was something completely different and Kishi just forgot about it. Wouldn't surprise me, considering Sasuke and Obito had like no interaction whatsoever after Sasuke arrived on the battlefield during the war. It's like he forgot they knew each other.

But he would be too powerful, so he gave him EMS instead to keep him in check (since he's stronger).
Sasuke still broke out and did whatever he wanted to because he was busy with the war.

Because MS Sasuke already had more DC than MS Obito who lacks firepower BIG TIME. Obito wanted a strong foot soldier.
