Depends... Which madara do you mean? The original madara(who lost against the first) or the zombie madara? I think sometimes people seem to forget that the madara from the recent chapters is a EDO! And is totally relying on hashiramas powers-> mokuton.

Personally, I say tobi. Because of his intangibility and his S/T techniques. Not to forget his control over the tailed beasts.

Even if madara is an edo, how could he catch/wound tobi?

does tobi have gedo mazo? kishi does seem to count it as his power. plus theres teleporting and intangibility meaning hitting tobi is near impossible unless you trick him into trying to drag the attack into his dimension. the only thing madara has on him is susano and amaterasu which are both pretty useless. tobi can just walk up to him, through susanos shield, teleport behind him then rip his soul out. or fight him head on so gedo has an opening to strike through.
