This is only imo, Hanabi and Himawari is not belong to Branch family because of
1 - both born as female = this maybe the rules sets for not forced female into branch family, probably？
2 - there also possibility that hiashi also change the system after neji loose to Naruto/ his own brother die because the system. However there also the consequences for him to change the system that work for more than a millennium.
3 - Also maybe in order for branch and main family to set a new member is by both parent is hyuga/otsutsuki born linage which mean born with Byakugan, in this case Naruto is not a Hyuga therefore Himawari is lucky will not effected by the system.
4 - Also probably for Hanabi also excluded from the curse system because of his father save her by taking her as the heirs before the seal is sets in the forehead. Neji is 5 when he forced to put the seal in his head while Hanabi is 5 when she is selected as next hyuga heirs in the same age Hinata is 12 before she go to the ninja academy. Hiashi dont like her daughters to be in the same situation hatred system that sacrifice his own twin brother.
And for the division systems. most of Branch family members is shown by feats stronger than main members for example;

Hamura (his deluded chakura has said is strong among main)

There will be more branch house and main house fight in future either the threats is from earth (hyuga) or other planet (Otsutsuki). Boruto as the prince of hyuga is the main focus point in the next project because there also possibilities for Hyuga clan to be aim (massacre) for the byakugan in order awaken the next Energy weapon altar. So i looking upon for more answer in how Naruto will change the long byakugan curse that exist for more than millennium.
