I was wondering this technique which Kaguya used against Sasuke

Is it truly a Byakugan / Gentle fist technique? If it is wouldn't that mean that any Hyuga can learn it? How come no Hyuga even knows about this technique, I mean the closest jutsu that the Hyuga used is this technique
