[Question] About the rank

Um i was wondering what was the tread that tells you when you can you a certain rank for example : Im a Chuunin do i get C-Rank jutsu ?

Genin can learn/use up to D rank of the elements.
Chuunin can learn/use up to C rank of the elements.
Special Jounin can learn/use up to B rank of the elements.
Jounin can learn/use up to A rank of the elements.
S-Class Ninja can learn/use up to S rank of the elements.
Sannin can learn/use up to Forbidden rank of the elements.
Kage can learn/use up to Forbidden rank of the elements.
Sage can learn/use up to Forbidden rank of the elements.

I will add to this just I case for no confusion. This info is correct but you should keep inmind that chunnin can only learn 2 ofthe 5 elements and genin 1, SJounin 3, Jounin 4 up until S Class which you can learn all of them.
