So the one-shot confirms what most of us thought: Naruto became Hokage shortly before chapter 700.
So...why didn't Sasuke visit his daughter in the Gaiden flashback where he is in the village? Naruto was called Hokage so Sarada has long since been born and is of the age of reason. What excuse could he possibly have?

, Sasuke is like the world's Anbu, his mission is still classified but he could've visited his daughter yes, but it would've been obscure, he nay have thought Sakura would explain to her, but Sasuke doesn't like feeling attached, the more he visits the more he becomes attached, the more attached he becomes the less he can focus on the mission, the less he can focus on the mission the less he actually does the mission and he focuses more on his family, when that happens he becomes incapable of performing his duties plus his daughter will continue to influence him. He's seen what that attachment has done to him from his experience with Itachi, the more he visits the more likely Sarada will follow him, Sarada is his and sakura's child, Sarada influence from Sakura will cause her to follow her dad, her influence from sasuke will cause her to find sasuke as well. Either way it won't end well so sasuke doesn't want the drama.
