I don't think they would reanimate a potentially 1000+ episode series.

The only way One piece looks the way that it does is because it doesn't matter how many money toei pumps into it, people will watch anyway and it's on the best time slot for its genre. So it doesn't have to win an audience and every sensible businessman would say let's not pump in more money than necessary. (This is also why shitty/new unknown shows without a big following often have far better animation)
Second of all, One Piece is Toei's chicken with the golden eggs, there is no chance in hell they will sell rights to other animation studios.
and third, its running since 1999, it's nearing the 20 year mark. You're not simply going to reanimate 20 years of content.
So your only hope is some condensed like version of one piece YEARS after it's finished.
TL;DR But you're in luck because some people in other forums already started a fan version called "One Pace" it's One Piece but without all the filler moments and padding.
So give that a google.
