So what? He's the son of the world renowned Hokage, so he's like a prince in the village. He has all rights to brag and be spoiled, show attitude, whatever...
Come on now, people are so fast to judge. He's just a kid who's annoyed by his father being so busy, and he wants to occupy himself with enjoyment all the time by playing with his dad like every kid probably. And he's responding to the circumstances naturally just like a kid would. You don't expect him to realize how busy his dad is and the intensity of work. And you can see him genuinely happy when Naruto plays with him, that's what he wants. And he presumably doesn't like girlish company, perhaps that's why he doesn't spend time with Hinata and Himawari, though I don't understand why he doesn't play with other kids. Seems like he's yearning for fatherly affection. He's behaving like a typical impetuous kid, but he'll be alright once he graduates from the academy to to doing real ninja stuff. You'll see...
