Hagoromo did not gave either Naruto & Sasuke full power; but.
Only when both combined, they could seal Kaguya and undo the IT.
Madara had full power after certain period of transformation, which was not really, as Hagoromo said.
Each (Naruto & Sasuke) could only see one part of Madara clearly, Either the Real or Limbo.

Both rinnegan eyes on Nagato, it was the original, who need a Uzumaki bloodline to awaken.
Once Nagato awaken the rinnegan eyes, then Madara may able to awaken just before he die, because of Hagoromo chakra, as Hagoromo explained.
Same method when Itachi awaken his sharingan eyes, and other jutsu, then Sasuke could awaken the same power, being Sasuke awaken Itachi sharingen eye.
Obito killed Konan, as she did not want Obito to take.

But Nagato never awakened Rinnegan. And where was it said you need Uzumaki bloodline to awaken it?

All I want is for Sasuke to use the Asura Path abilities. He needs to sprout those crazy robotic arms and shoot those chakra cannons like Nagato. Those things are awesome. If he doesn't use them, or really any of the other well known Rinnegan powers, it'll be a complete waste. This is the final battle, go all out!
