they never said that she had the potential to surpass tsunade except for kakashi.

She is probably Low Kage level. Obviously fodderized now in comparison to Madara, Naruto and Sasuke... same goes for Hashirama, Tobirama, Kakashi, Nagato, Base Madara, Kabuto, Orochimaru, Tsunade, Jiraiya, Minato, Hiruzen, Gaara and almost everyone else.

Kakashi's job is to motivate his students. Naruto is her friend. Chiyo and Sasori were wrong.

Hashirama said that she could surpass Tsunade, another fodder.

More seriously, in the grand scheme of things, Tsunade is low Kage level. Sakura's even below that. So she's around elite Jounin. That's strong compared to the rest of the world, but woefully weak given that she wants to be in the same ballpark as Naruto and Sasuke. Even before Naruto and Sasuke got their power-ups, EMS Sasuke and BSM Naruto were galaxies above her. At no point had she ever "caught up" to them.

Eh, Hashirama could put up a decent fight against them. He would lose, most likely, but he could still give them trouble. Juubi Jin Obito is arguably stronger than Naruto and Sasuke. Hagoromo would solo. Kaguya would solo. Hagoromo's brother may be stronger as well.
