or Hamura held them back believing in his brother until the end in hope for mankind to change and accept Ninshu true purpouse.

However they were mad that they have to stay on the moon, while there was nothing to protect as Human summoned Gedo Mazou back to earth. After some time They finally having enough of mankind doing what they want and not caring about consequences incuding use of chakra to hurt and destroy they overruled Hamura most likely led by Toneri and later he somehow ruled over all clan also.

They wanted Mugen Genjtusu happened so Mankind will never use chakra again, while they would kill the one who casted it or brainwashed him to their side.

They believed humankind will destroy itself by taking risk with Juubi

2. They have no possible travel between both Moon and the Earth

3. They possibly knew about Naruto and Sasuke (Toneri spoilers assume that he temporarily steals Sasuke's and Naruto's powerup) so they backed off.

4. The Infinite Tsukuyomi is reflected on the moon ... so maybe they were sent too?
