Nine Bijuu does not create Rikudou chakra, which is gained from the Nine Bijuu and Gedo Mazo (Ten Tails body) merged together to get Kaguya's chakra.

Hagoromo's chakra in Naruto is what allows Naruto to use the Nine Tailed Beasts chakra in tandem in the first place as the CANON Databook states. If Naruto didn't constantly have that chakra gained from Hagoromo then he would be unable to use all of that power in tandem with each other to form the full cloaked RSM.

Naruto doesn't have to show biju chakra to have it. He has kurama in him but was in base. He don't need the gedo mazo, he is the container for each biju now. And to get kaguyas chakra? The Juubi was Kaguya fused with the Shinju tree, that is it. The Juubi is not the Shinju, but rather is Kaguya and the Shinju, without Kaguya there is no Juubi, thus no Tailed Beasts, which means they come from her.

The Manga disagrees (as does the Databook), its not the Shinju, but rather Kaguya that is the originator/progenitor of chakra.

The Gedo Mazo is not just the container of the tailed beasts chakra, it is the very body of the Juubi. You must ask what chakra is made of: Nature Energy + Spiritual + Physical.

The Gedo Mazo is the Physical energy, and it seems the Spiritual energy might be within it as well, thus the Tailed Beasts are missing a fair bit of the equation aren't they?

That's it, the only chakra it had. But when it fused with Kaguya, it gained two new chakra's, Physical and Spiritual (Yin and Yang) the very basis of Six Paths chakra itself.
