how can "that jutsu" be controlling kuramas chakra when neither the 4th or jman had that chakra to master? unless at the time they planned to control kushina but why not have kushia master it? "that jutsu" cant be to controlling kuramas chakra it makes no sense

Whaaaat? What does Jiraiya or Minato have to do with it? Why are you under the impression they can use 'that jutsu' too? Its a jutsu unique to Naruto, obviously, and that jutsu is the general use of Kurama's chakra.
That's taken out of context though. Refer to 490 pages 10-15 and you'll see that the entire conversation revolves around Naruto taking control of the 9 tails chakra. It talks nothing about a particular jutsu, just the 9 tails power. I can explain this a thousand times and some people still won't believe me. There is no 'that jutsu', its just referring to the 9 tails' chakra.

It was stated in the manga and anime that Jman and the forth were trying to complete "that jutsu" in the manga Jman said that forth left the key behind for naruto to complete that jutsu and in the anime right before naruto took the let from the great sage Jman stated that both him and the forth couldn't complete that jutsu but believed naruto could. How can that jutsu be chakra control? That's not a jutsu but simple chakra control.

I think you're confusing rasengan and the seal for the 9-tails. The key was to open the seal, that's how he got KCM. Rasengan was the jutsu neither Jiraiya or Minato completed.

As draxus stated, it was Rasengan that Minato couldn't complete in theory. Kakashi stated that he advanced it to the max level of shape manipulation, but could not apply chakra nature to it. The key Jiraiya left behind was the key to unlocking the 9 tails chakra for Naruto to use. Again, the translation 'that jutsu' is not 100% correct, its more-so 'that power'. That's why the general use of the 9 tails chakra is 'that jutsu'.

Jiraiya states that he believes Minato meant for Naruto to complete 'that jutsu'. Maybe in a bad translation you thought differently, but what you stated is not true about Minato and Jiraiya trying and failing to master it. The next page shows what results from attempting to let Naruto try to master the use of the 9-tails chakra, ie 'that jutsu'. I can't be more clear than this on the topic.

"That jutsu" is nothing more than Naruto using Kurama's power successfully, which he has already done. Can't believe there are still people that think it's something else...
