Well Nagato was considered very strong. Not that he isn't but till before this chapter, his Chibaku tensei was considered one of the strongest attacks, yet after seeing Madara using it and its extent, you can see how much his power pales to the real thing.

well, Nagato was at best demi-god lvl. It stands to reason his CT wouldn't be as impressive as Madara's considering the latter is a certified Rikudou and Nagato was simply a receptacle for Madara's eyes. I still wouldn't mind giving him props that he served his purpose in being able to live up to Madara's expectations when it came to being able to strengthen those eyes.
