They do have Tsukuyomi. :| The only thing that is worth being disputed is whether Madara has Amaterasu since he has never been shown to use. However, he has Susano and you need 2 other abilities to unlock that. :eww:
Amaterasu + Tsukuyomi = Susano.

PS: I still don't get how the fuk Kakashi has it...... U_U

Madara has never been shown using tsukuyomi or amaterasu. I have no clue where you got the idea that he had tsukuyomi from, but I can only assume you're frivolously labeling the regular sharingan genjutsu he used during the war and on kyuubi as tsukuyomi, there's a very clear difference. As for Sasuke, again what he has was never stated to be tsukuyomi and was specifically stated to be different from Itachi's tsukuyomi. The p.s. baffles me.. I have no idea where you're getting kakashi having tsukuyomi from, and that statement alone leads me to think you're either joking or trolling. I hope it's the former.

edit: iirc some people like to label Madara showing that vision to Obito as using tsukuyomi, but I think it was established that that wasn't tsukuyomi and aside from that he didn't even have his own eyes at the time.

edit 2: As for madara needing two abilities to use susanoo. All we know as of now is that you need to activate both eyes to use susanoo. There is a great deal of ambiguity regarding whether you actually need two abilities to use it. It's been debated before if each eye of kamui is truly a separate ability or the same ability being utilized differently, and of course Shisui's eyes are still being debated as to whether he possesses two distinct genjutsu, one for full control and single use, and one for influence and repeated use. Either way, there's absolutely nothing pointing to him having tsuki or ama.

Idk. I've always just considered Madara a Susano'o specialist, like Shunsin no Shisui up there said.
