the other rinnegan goes blind because he used izanagi back then when he has ems. He acquired rinnegan when he implanted hashi's dna inside himself hence the eye is restored/upgraded. Now that there's no hashi's dna (that face on his body one simply goes back to it's blind state and the other...well let's say he deactivated it.

ive seen on a few threads already people are saying Madara died this chapter but I doubt it. I think he used izanagi at leastto escape death by bijuu extraction
