So , for those who have watched the episode 0 of one piece and then the strong world movie here's something: when shiki is in that meeting the very first thing that u see behind him is a dragon and a lion , since shiki is known as a lion , then the dragon could be gol d. roger which means... he might had a devil fruit ability that with that he was capable of creating dragons , like shiki creates lions when he is fighting luffy and so.
