The Kote can do shuriken jutsu and requires no skill from the user or chakra. The proof that Boruto has Shuriken skill is Sasuke taught Boruto Shuriken skills.

Keep in mind I said Boruto has Shuriken skills, never claimed he was a master at shuriken.

I have made the necessary amendments, but I do not feel that Tailed Beast chakra suits Boruto... I could see him possessing Six Paths' chakra however.
