1. Kyubi offering chakra -> Naruto taking chakra -> Naruto using his own jutsu/skills.

2. Kote offering chakra + jutsu -> Boruto taking chakra -> Boruto not using his own jutsu/skills.

They're not like for like if they were I'd agree with you.

Technically speaking the KOTE is a tool. Just an easier to use tool than others XD

Meaning its so easy to use it should be banned.

Bijuu should be banned from Chuunin Exam as well (ESPECIALLY Shukaku!) but i guess since Gaara was getting beat it didnt count. TEchnically speaking though Gaara had no ninja skill. He simply sat around and let his sand do all the work (Auto block-Auto Attack).

Boruto is still a genin while Minato and Orochimaru were beyond genin level, that makes a huge difference. Boruto hasn’t even been a genin for a long time.

It's not even if it makes people :salt:y af, as for using the maximum power of a jutsu that's down to an individual. And even then their are jutsu a person may memorise but has to train to use or others they memorised and cant use. At the end of the day it's down to an individual's talent and ability whether they can use or learn a jutsu. The Sharingan and it's copying ability has been showcased throughout the manga and has an explanation.

Ass pulling of Boruto's kind has no explanation something which is done without even trying or having any precedent.

Actually, she may not be wrong. Logically 1 Tomoe should = insight - keep track of movements + chakra sight, 2 Tomoe = copying, & 3 = Genjutsu + movement prediction. At least that's how i would write it. It was never stated in the manga, but the first or second Databook may go into detail about what each tomoe allows the users. Do you have any knowledge on this?
