The reincarnations and the brothers themselves weren't ever equals and probably never will be
and the elder brother > younger brother then younger brother > elder brother thing is besides the point

That's why he wasn't Ashura successor. He didn't fit the picture therefore Ashura transmigrated in Naruto only because he match perfectly with Naruto. Just because you're a reincarnation of that person doesn't mean you're going to turn out like them. Everything is place by destiny. Its the pieces that need to be play right.
