You don't need to be that bright to figure out Dojutsu. From how easily Sasuke was using and abusing his MS and Rinnegan abilities, using them probably comes instinctually to the user.

What? Did I say you need to study as in notebook memorizing wise? I said a ninja must possess a very highly devoloped intellect to properly use dojutsu....why do you even think uchihas are the most brainiest people on planet? Itachi, obito, Sasuke, Madara....Indra....though he is the ancestor, he invented lots of ninjutsu while asura couldnt do anything by himself. Sasuke has also stated that the average uchiha is more smarter than the most intellectual shinobi on planet, from any other clan. That should say something. Complex intellect is correlated to dojutsu prowess and jutsu mastery, not "studying" like in book-wise lmao. Neji mastered the main clan jutsu by "seeing" it, because he was natural genius according to hinata's dad.

Byakugan is a dojutsu, like sharingan and rest, so having great intellect is key to mastering it and using it effectively.
