But not necessarily. It more so deals with the abilities you have rather than power levels unlike DBZ.

That doesn't mean Black Zetsu>>Sasuke

It just mean ones ability counteracted another one.

Unless you're Kaguya with Unrivaled power and 1 hit kill techniques.

sometimes it applies and sometimes it doesnt, if madara was expecting zetsu to betray him he would have blitzd zetsu before he had a chance to stab him
