since it is a battle,there is a restriction. Minato is not using FTG via kunai,but he can put the seal thru touch(just like he did to tobi and Bees tentacles).this means that minato will be fighting A head on without FTG(since he doesnt use kunai,he cannot teleport anywhere near A.so he should fight A in close quarters.

another restriction is Dead demon reaper seal which minato used for sealing Kyuubi.it is not allowed in this battle.

obito's giant shuriken thing did that too. im not impressed. and chidori spear cut a full size bijuu mode tail. minato cant cut A who was easily able to deflect lightning enhanced kusanagi blade
