Naturally most people can use 1 or 2 Elements but those with certain KKG can combine two to make a third.

The Sharingan allows the user to copy all jutsu besides KKG & Summonings.

Rinnegan allows the user to be able to use and learn all 5 basic elements. So with the basic Rinnegan,since the user can use all 5 basic elements they may be able to combine two to make a third.

Sasuke's new eye is the Combination of the Rinnegan and Sharingan so it should have all of it's abilities - most notably - Copying and 5 Basic Element usage. So if the user learns all 5 elements he should be able to use them to combine them from learning and or copying A KKG's handseals when they are performing their Elemental KKG attack.
