Yes, but the reason you see spots is because, light affects the retina.
Sure, blindness is caused by retina damage but the retina is a whole layer and it's not that easy to damage it to a large extent with light. Sure, it will damage your vision hugely but not till blindness. Or to say the least, the shininess of Naruto definitely won't give that effect.

And I don't think that Golden Nature on Naruto is some type of light. It's just chakra, I don't think it will illuminate like the user wish.

And anyways, if something as silly as shininess were to affect Dojutsu user, then Obito must be the best user ever.

Now seeing as i see what you seem to have a problem with understanding, let me explain:
1. did he ever say you became permanently blind or just blinded?
2. when looking directly at the sun, are you able to see exactly where the sun is?
3. if you are looking directly at the sun with goggles or sunglasses, can you now see it any better?
4.do you know what goggles or sunglasses actually do?

1. he said blinded, not blind
2. no they can't, all they see is a biggish ball of light where the sun is probably a hundredth or less of the size in the middle.
3. no you don't.
4. what they do, is reflecting and shielding from some light so that you can see easier when the sun is blazing above you, but if you were to look directly at the sun, then they would in no way block enough to not damage your yes. (if you want to test this, get the best sunglasses you can get and look directly at the sun for a while and tell us it didn't affect you.)

also: this has never been said to stop the dojutsu user from using skills that don't require sight and would do the same for every other person, making them unable to see and possibly blind if they don't close their eyes. this would work very well actually seeing as all the dojutsus, in some way see chakra, so even if the 'glow' is only chakra, they will be blinded by the chakra, because chackra is described as mostly blue light in the manga and anime, so hah! oh and btw something like this has already been used in a fanfic called everyone has darkness by darthemius, exept he explained it as releasing the chakra all at once in a flash after gathering it, not a cloak always on, but with the same temporary efect, as it can be reused several times.

so with this note i ask you to please give up your unnecessary argumentation against this dojutsu defeater.
