My opinion would be that Sasuke first needs a contract with the snakes summoning. He lost that when Orochimaru was released from the Curse Seal and killed by Itachi. He also needs time to master the technique. He would undoubtedly surpass Itachi, but I think he would surpass Naruto as well.
