Obito uses his kamui on people and casts a genjutsu on them AFTER wrapping them with his Kamui. Well in this situation he has to first use his Kamui on his enemy and then use genjutsu. So my theory or guess is that he can't cast genjutsu on his enemy with his normal sharingan before using Kamui because if he could do that, he could have done it to Minato, I mean using genjutsu on him first to insure that Minato will be unable to move at least for some sec and then use Kamui on him without any trouble.

any ideas? :)

i dont think thats the case i think it maybe less risky or of a challenge if he does it after kamui

but logically speaking, its more reasonable to cast a genjustu from mid-range and then getting close and use Kamui
