A person who awakens their dojutsu has more potential than someone who doesn't. Sharigan taking a toll on a Uchihas chakra? :rofl: Please show me more. On the other hand we have people like Kakashi who gets a shi of a toll taken out of him everytime he even opens the eye. Nagato was able to bypass this because of his body, so in the end it all evens out.

Uchiha- bloodline, true successos to the sages dojutsu = less chakra tax

Senju bodied- more chakra tax on them because they are not the dojutsu successor. However their strong bodies even out the prolong use of the sharigan/rinnegan.

The rinnegan is the same story. Uchihas can awaken them, like Madara or implant them like Nagato.

Madara aside because it's mostly plot thats stoppping him from using rinnegan techs(he has unlimited chakra). Obito on the other hand did not awaken the rinnegan like Madara nor did he train with it as long as Nagato. Now throw in the fact he has been fighting opponents with nearly unlimited chakra for about 20 chapters it's obvious he would want to conserve his strength for the Juubi.

Actually I think you underestimate their importance...there has to be a reason why the elder's sons eyes looked so much like the Uzumaki spiral and also there has to be a reason why only Uzumaki's have been known to survive something like a Bijuu being ripped out and the only know person to do that was the SO6P.
