Rikudo was Uchiha/Senju in one body, so you obviously need Senju DNA to unlock the Rinnegan.

Madara had a portion of senju DNA and unlocked the Rinnegan, if Sasuke gets some of Hashirama DNA he to can unlock the Rinnegan.
