I don't know why you guys are still arguing. Whoever brought up Naruto's cloak as a defense has yet to be proven wrong. He wouldn't need shadow clones. Just prep TBB and use senjutsu to detect Amaterasu and/or enton arrows and then deflect Amaterasu and/or enton arrows with his cloak until TBB is ready and then blitz Sasuke. At that point it's just a matter of how many TBBs Sasuke's susanoo can take. He really doesn't need to dodge or use a distraction.

Sasuke would have to start off the fight with Susanoo simply because he'll need a defense or else speed blitz+frog kumite will knock his head off.

btw tobirama, kakashi and hiruzen still disreguarded the rules and all were qualified for the hokage seats

Nah Naruto wouldn't kill himself if he wasn't stronger, Naruto only goes full serious when his comrades life is in danger. Sasuke is a different story tho. Still the situation isn't serious enough for him to break a konoha shinobi rule. You saw how Rock Lee got beat up by Guy sensei when he broke a rule sparring against Sasuke. The konoha shinobi's take laws and regulations very seriously. Rock Lee lost his credibility to become a hokage the moment he used the hidden lotus.

That wouldn't be very effective now, would it? Sasuke's sharingan would know which one of it is real and only aim for the real one with amaterasu. One clone isn't enough to overwhelm Sasuke so the real Naruto could recharge for Bijudama.
