A seriously OP Suiton Jutsu that couldn't be hard to Learn

Invented a jutsu. And more than that it should in theory be quite simple to create, it's like a mix between Shino's Bug Summoning and Zabuza's Water Prison. We know that water can be produced out of seemingly nowhere right?

Look at this scroll, even Shikamaru can just summon water out of nowhere, it seems to be a pretty basic technique.

So why doesn't somebody create a jutsu that summons water inside of the opponent? It would make nearly any single enemy in the NV drown on land, susanoo or not, Tailed Beast or not, no ninja (except for a certain shark and the Hozuki) is really able to stop something happening within their own body, especially in the 5 seconds it takes for you to drown from the inside.

It seems like a really plausible technique to pull off. Stop being lazy water style users.

You have to convert your chakra into water to produce it out of nowhere, and I don´t think it´s an easy feat at all to insert chakra and conjure it into water inside of an opponent. Water in those cases you showed were either summoned(Shikamaru's case) or produced inside the user's body(Itachi pic). I don´t think manipulating something that comes inside of someone else's body is easy, even for master Suiton users. In theory it might EVENTUALLY work I suppose, but I dunno.

If Shino can summon bugs into objects then i'm sure water could be summoned in the same way. Plus Kisame and Zabuza at least don't create their water jutsu from their mouths.

It's still a thing that probably exists, it's not as if Shikamaru not doing it crumbles this Jutsu or anything
