I really don't see how it wouldn't be. That means Kakashi either died or steps down, because Naruto HAS to become HOKAGE.

There is no other ending acceptable. And with Kakashi confirmed, then chapter 700 definetly has to have a time skip.

I don't know if this is legit, but I came across this news that 699 will show the dispelling of IT and the after-war stuff. Chapter 700 will be 6 years from the current situation,that is Naruto will be aged 23. We may get to see a Hokage Naruto. Can't wait for that!! =D
