Well just download the pic and save as luffy3. Then put custom avatar and the pick the file and your good to go !

It was a render, but then I cropped it and what I posted is the above. I'd like for the Luffy pic I posted to be resized into an ava that has a red background. I'd also like for it have that shiny quality the Naruto pic has.

Makes sense now. It may have been a render before but you cropped it and saved it as a .jpg file. .jpg files automatically get a background. If you wish to keep it as a render then you'd have ta save it as a .png file using Gimp or PS. MS Paint won't work.
If ya can then can you provide the original render which you cropped it from?

Also the Naruto pic has that shiny affect only 'coz that's how it was coloured. I don't think you can add the shiny affect to the Luffy pic unless someone recolours it. Or you can look for another render
