Minato
Sasuke
Madara
Obito
Kabuto

I will explain why everyone is where they are...

Firstly, Minato -
He figured out how Rinne rebirth worked within 3 seconds of time.
How kamui worked in 5 seconds.
How to save everyone more than once in less than 5 chapters.
Form a plan to dethrone Madara of his OPness from Gai.


Secondly, Sasuke -
He figured out how to use his powers efficiently, smartly, counter Madara, all while in the heap of battle.


Thirdly, Madara -
He planned everything up until now even after death...and his plan is working to date...his only flaw was not killing Obito, and waiting for Sasuke to be born.


Fourthly, Obito -
He fooled EVERYONE...even more than half of the base lol....and knew about the sage (some what anyways).


Fifthly, Kabuto -
I would have put Orochimaru, but Kabuto figured out how to obtain sage mode and everything, he would have killed Itachi if he wasn't trying to be like Orochimaru.

5 Top tacticians are-

Shikaku/ Shikamaru(Can lead all 5 nations into a battle even Obito had to kill Shikaku cause he was the biggest threat)

Itachi(Reads his enemies like a book hokage level reasoning at the age of 7)

Minato(very close to Itachi)

Sasuke/Madara(both super impressive Madara has more experience Sasuke has higher potential)

Kabuto(Best analyser)

Itachi was smart....but honestly...he failed, he tried to do what Madara did with Sasuke, but for a good cause.
He failed at what he did.
Itachi was hyped indeed, but his "smartness" seemed like tnj.
